The Electricity Regulatory Commissions Act, 1998 paved way for creation of the Regulatory Commissions at the C entre and in the States. Since the enactment of Electricity Act 2003 the power sector has undergone major structural changes. 1.2 The Electricity Act, 2003 has significantly enlarged the spectrum of responsibility of CERC. Under the ERC Act, 1998 only the tari ff fixation powers were vested in CERC.
