The recommendation is provisional. It does not give any right of appointment.
The Appointing Authority, which is the indenting or user department, verifies the character and antecedents of candidates, the authenticity of documents and certificates, and eligibility as per the Recruitment Rules before finally appointing a candidate.
Appointment depends on the Appointing Authority being satisfied, after any inquiry it considers necessary, that the candidate is suitable in all respects for the post.
