- Merit prepared on the basis of educational qualification up to a maximum of postgraduate
- Preference by category of woman of the same gram sabha / ward, then category-wise selection from the concerned Nyay Panchayat
- First preference: widow / legally divorced / abandoned woman of a BPL family resident of the same gram sabha / ward
- Next: women of BPL families of the same gram sabha / ward
- If none is eligible in the gram sabha, category-wise selection from the concerned Nyay Panchayat
