SMP Kolkata Senior Assistant Secretary Eligibility 2026 – Who can apply
- an analogous post, or
- the post of Assistant Secretary Grade I / Assistant Secretary (Public Relations) Grade-I in the scale of Rs. 50,000 to Rs. 1,60,000 (pre-revised Rs. 9,100 to Rs. 15,100), with 5 years of regular service in the grade.

Educational qualification
- Essential: a degree in any discipline from a recognized University. The Recruitment Rules state that this qualification also applies to candidates coming on deputation or absorption.
Experience
- For direct recruits, the rules ask for five years of experience in the executive cadre in General Administration, Personnel, Industrial Relations and similar fields in an Industrial, Commercial or Government Undertaking. This experience condition does not apply to deputation or absorption. Deputationists need the 5 years of regular service in the grade described above.
Desirable
- Post Graduate degree / diploma in Personnel Management, Industrial Relations, Social Work, Labour Welfare or allied subjects, or a Degree in Law from a recognized University/Institution.
- Post Graduate Diploma in Public Relations / Mass Communication, Journalism, with two years of experience in the executive cadre in the field of Public Relations.

Pay and Allowances on Deputation

- Within one month of joining the Kolkata Dock System, the officer chooses one of two options. The first is pay in the scale of the post at the Port. The second is basic pay in the parent organisation's scale plus deputation allowance.
- The deputation allowance ceilings rise by a further 25% each time Dearness Allowance goes up by 50%. If the officer is covered under NPS, SMPK pays the employer's contribution. SMPA also bears a gratuity contribution of 4% of basic pay plus applicable DA. An officer who keeps the parent pay scale gets LTC under the parent organisation's rules, and SMPK pays for it.
Service Conditions
- Deputation is for three (03) years from the date the officer takes charge, and it can be extended by up to two (02) more years.
- The Recruitment Rules give a probation period of 2 years for the post.
- Leave rules of the parent organisation continue to apply, but SMPK keeps the leave account and sanctions the leave.
- If a departmental inquiry is started during deputation, SMPK may send the officer back to the parent organisation.
- SMPK can end the deputation early after giving three months' notice. In exceptional cases it can do so without notice.
- Any matter not covered by the terms is governed by SMPK's rules. Any relaxation of the terms needs SMPK's prior approval.
Documents to enclose
- Certified copies of ACRs/APARs for the last 5 years (2020-2021 to 2024-25). Each page must be attested by an officer not below the rank of Dy. HOD.
- Attested copies of certificates of educational qualification and of present and past work experience, verified by the forwarding port. For officiating, ad-hoc or pro-forma appointments, give the details of regularisation.
- Administrative / No Objection Certificate from the competent authority of your port (Annexure-IV).
- An undertaking that you will not withdraw your candidature if selected.
- Vigilance comments / clearance certificate (Annexure-V), in the format of CVC Circular No. 01.03.2026 dated 12.03.2026.
- Two self-attested passport size photographs.
- Details and documents of any major or minor penalty imposed in the last 10 years, sent by the forwarding authority.
How to Apply for SMP Kolkata Senior Assistant Secretary Recruitment 2026
- Download the circular and its annexures from the official notification (PDF).
- Fill in the application form at Annexure-III and paste a 3.5 cm x 3.5 cm photograph on it. Do not show a pay scale granted under MACPS as regular service in the grade.
- Get your Head of Office to issue the certificate at Annexure-IV, and get the CVO or HOD to fill in the vigilance particulars at Annexure-V.
- Send the application through your parent port. Write "Application for the post of Sr. Asst. Secretary on deputation / absorption basis" on the envelope.
- Post it to: The Secretary, Syama Prasad Mookerjee Port Kolkata, 15, Strand Road, Kolkata-700001, so that it arrives on or before 30 October 2026.
- If you send an advance copy, the application through proper channel must still arrive by 14 November 2026, or your candidature will not be considered. The Port will reject incomplete applications and applications that arrive late.
