Educational Qualification and Eligibility
- A person shall not be qualified for appointment as Presiding Officer of Debts Recovery Tribunal, unless he is, or has been, a District Judge, or is, or has been a member of the Indian Legal Service in Grade I or above.
- Notwithstanding anything contained in Rule 3, a person holding or has held the post of Chairperson or Member, as the case may be, of any Tribunal shall be eligible for re-appointment.
- Where the person appointed as a Chairperson or a Member is a serving Judge of the Supreme Court or a High Court or a serving Member of any service of the Central Government or State Government or their undertaking, he shall either resign or obtain voluntary retirement from his parent service before joining the Tribunal.
Tenure
- As per Section 17 (1) (a) of the Tribunal Reforms Act, 2026, Presiding Officer of a DRT shall hold office for a term of five years or till he attains the age of seventy years, whichever is earlier.
Enclosures
- Bio-data in the proforma at Annexure-I
- Certificate to be furnished by the employer/head of office/forwarding authority as in Annexure-II (wherever applicable)
- Clear photocopies of the up-to-date CR/APAR dossier of the officer containing CR/APARs of at least last five years i.e. from 2021-22 to 2025-26 duly attested by a Group A officer (in case ACR/APAR for a period more than 3 months is not recorded, then ACRs/APARs prior to five years for matching period along with No Report Certificate may be submitted)
- Cadre clearance (in case of serving candidates)
- Integrity certificate/clearance from vigilance and disciplinary angle as in Annexure III (in case of serving candidates)
- Statement giving details of major or minor penalties, if any, imposed on the officer during the last ten years
Important Instructions
- No TA/DA will be admissible to the candidates to be called for interview/interaction. The candidates are required to make their own arrangements.
- Any incomplete application or application received after due date will not be entertained.
- The Department will not be responsible for postal delays or loss of application for reasons whatsoever.
- Candidates must ensure that applications reach well within the stipulated closing date.
- If an appointed Chairperson or Member is a serving Judge of the Supreme Court or High Court or a serving Member of an organized service, he shall resign or obtain voluntary retirement before joining.
